![]() ![]() The first few campaign missions introduce how to upgrade your population through meeting their needs, e.g. ![]() This continuous game is the sandbox mode (which I haven't played that much). Whatever you call a "small empire", that's what you can build. Well, maybe "empire" is too grandiose a term. There are scenarios where you are tasked to complete certain objectives, there is the campaign which is a series of scenarios aimed an introducing the game mechanics while telling a story, and there is a continuous game where you set up some initial parameters (AI factions, quantity of resources, etc.) and you're presented with basically a blank map where you can start from essentially nothing and try to build a thriving empire.
